Blackout Bombs and EMP Weapons: The New Way to Paralyze Entire States

What happens when the lights go out — not by accident, but by design? In modern warfare, power grids and communication systems have long become part of the battlefield. More and more states are developing technologies that do not cause explosions, but simply switch off the power. That may sound like science fiction, but it is real.

USA – The Pioneers of Graphite and EMP Bombs

The United States was the first country to develop and deploy so-called graphite bombs. The best-known example is the BLU-114/B, a special bomb that disperses fine graphite fibers over substations. These fibers cause short circuits, leading to the collapse of power grids.

It was first used in the 1991 Gulf War against Iraq, and later in 1999 in Yugoslavia. The result: temporary outages affecting up to 85 percent of the national power supply (globalsecurity.org).

In addition, the United States possesses advanced EMP weapons (Electromagnetic Pulse). These generate massive voltage surges in electronic systems through targeted electromagnetic discharges. In recent years, the U.S. military has tested both nuclear EMP capabilities and non-nuclear directed-energy sources designed to disable critical infrastructure.

China – The New Player with Global Ambitions

In June 2025, China publicly presented its own graphite bomb for the first time, developed by the China Aerospace Science and Technology Corporation. According to official information, the weapon has a range of 290 kilometers and can disable an area of at least 10,000 square meters. A CCTV video showed how power grids can be deliberately switched off (firstpost.com).

Beyond that, China is working on EMP technologies that operate both conventionally — non-nuclear — and through high-energy microwaves. In the event of a conflict, such systems could disable satellites, communication centers and power grids.



Russia – Electronic Warfare at the Highest Level

Russia relies less on physical bombs and much more on electronic warfare (EW) and EMP capabilities. Systems such as Krasukha-4 or Leer-3 can disrupt GPS signals, drones and communication. This can also indirectly affect power grid control systems and energy infrastructure.

Iran – Asymmetric Threat with EMP and Cyber Weapons

Iran is working on non-nuclear EMP weapons and combines them with cyberattacks. State-backed groups such as the IRGC Cyber Units and CyberAv3ngers specifically target power and water systems abroad.

Reports suggest that Iran may even have used balloons or missiles for high-altitude EMP tests. Such systems could theoretically plunge entire regions into darkness (jpost.com).

North Korea – Small Means, Major Impact

North Korea has been developing nuclear EMP capabilities for years, which could be used against South Korea or the United States in the event of conflict. According to estimates, the country has missiles capable of delivering EMP warheads into the high atmosphere.

At the same time, the regime relies on cyber operations to infiltrate energy and communication networks. Groups such as Lazarus are already known for attacks on banks and power plants (congress.gov).

Israel – Defensive Superpower with Offensive Capabilities

Through Unit 8200, Israel has one of the most advanced cyber and EW units in the world. Systems such as Scorpius can block or manipulate communication and radar systems. Although Israel does not officially possess EMP weapons, it is capable of simulating or defending against such technologies (baesystems.com).

Europe and NATO States

Countries such as the United Kingdom, France, Germany and South Korea are investing in electronic warfare (EW) and cyber defense to protect themselves against EMP attacks. The United Kingdom in particular operates joint programs with the United States to develop non-lethal high-energy weapons that can be used for both defense and attack. Source: baesystems.com

The world is entering a new era of warfare: it is not the loudest explosion, but the sudden blackout that determines power or powerlessness.
